MEMORANDUM FOR : IMPERIAL JAPANESE GOVERNMENT

THROUGH  : Central Liaison office, Tokyo

SUBJECT  :

 Governmental and Administrative Separation of

Certain Outlying Areas from Japan.
 
     1. The Imperial Japanese Government is directed to cease
exercising, or attempting to exercise, governmental or adminis-
trative authority over any area outside of Japan, or over any
government officials and employees or any other persons within
such areas.

     2. Except as authorized by this Headquarters, the Imperial
Japanese Government will not communicate with government officials
and employees or with any other persons outside of Japan for any
purpose other than the routine operation of authorized shipping,
communications and weather services.

     3. For the purpose of this directive, Japan is defined to
include the four main islands of Japan (Hokkaido, Honshu, Kyushu
and Shinkoku) and the approximately 1,000 smaller adjacent islands,
including the Tsushima Islands and the Ryukyu (Nansei) Islands
north of 30°North Latitude (excluding Kuchinoshima Island); and
excluding (a) Utsuryo (Ullung) Island, Liancourt Rocks (Take Is-
land) and Quelpart (Saishu or Cheju) Island, (b) the Ryukyu
(Nansei) Islands south of 30°North Latitude (including Kuchino-
shima Island), the Izu, Nanpo, Bonin (Ogasawara) and Volcano
(Kazan or Iwo) Island Groups, and all other outlying Pacific Is-
lands /_including the Daito (Ohigashi or Oagari) Island Group,
and Parece Vela (Okino-tori), Marcus (Minami-tori) and Ganges
(Nakano-tori) Islands_/and (c) the kurile (Chishima) Islands,
the Habomai (Hapomaze) Island Group (including Suisho, Yuri, Aki-
yuri, Shibotsu and Taraku Islands) and Shikotan Island.
 
     4.   Further areas specifically excluded from the governmental
and administrative jurisdiction of the Imperial Japanese Govern-
ment are the following : (a) all Pacific Islands seized or occu-
pied under mandate or otherwise by Japan since the beginning of
the World War in 1914, (b) Manchura, Formosa and the Pescadores,

(c) Korea, and (d) Karafuto.

      5. The definition of Japan contained in this directive
shall also apply to all future directives, memoranda and
orders from this Headquarters unless otherwise specified
therein.

      6. Nothing in this directive shall be construed as
an indication of Allied policy relating to the ultimate
determination of the minor islands referred to in Article 8
of the Postdam Declaration.

       7. The Imperial Japanese Government will prepare and
submit to this Headquarters a report of all governmental
agencies in Japan the functions of which pertain to areas
outside of Japan as defined in this directive. Such report
will include a statement of the functions, organization and
personnel of each of the agencies concerned.

        8. All records of the agencies referred to in para-
graph 7 above will be preserved and kept available for in-
spection by this Headquarters.

1 　일본외의 총이라고의 지역에 대해, 또 그 지역에 있는 정부 공무원,
고용원 그 외총이라고의 사람에 대해서, 정치상 또 하행정상의 권력을 행사하는 것,
급, 행사하려고 기획하는 것은 총이라고 정지하도록(듯이) 일본 제국 정부에 지령한다.

2 　일본 제국 정부는, 미에 인가되고 있는 선박의 운항, 통신,
기상 관계의 상궤의 작업을 제외해, 당사령부로부터 인가가 없는 한,
일본 제국외의 정부의 공무원, 고용인 그 외총이라고의 사람과의 사이에
목적의 여하를 불문하고, 통신을 실시하는 것은 할 수 없다.

3 　이 지령의 목적으로부터 일본과 말경우는 다음의 정의에 의한다.
 　일본의 범위에 포함되는 지역으로서
　일본의 4 주요 크고 작은 섬들(홋카이도, 혼슈, 시코쿠, 큐슈)과
대마도 제도, 북위 30도 이북의 류큐(남서) 제도(구치노시마를 제외하다)를 포함한 약 1천의 인접 작은 섬서
 　제외

　(a) 울능도,타케시마, 제주도.

(b) 북위 30도 이남의 류큐(남서) 열도(구치노시마를 포함한다), 이즈, 남보우, 오가사와라, 유황 군도,
및 다이토 군도, 오키노토리시마, 마나미토리시마, 나카노토리도를 포함한 그 외의 외곽 태평양전제도.
(c) 쿠릴 열도, 하보마이 군도(수정, 용류, 추용류, 시보츠, 다라쿠섬을 포함한다), 시코탄섬..

4 　또한, 일본 제국 정부의 정치상 행정상의 관할권으로부터특히 제외다투어지는 지역은 다음과 같다.
　(a) 1914년의 세계대전 이래,
일본이 위임통치 그 외의 방법으로,
탈취 또는 점령한 전태평양 제도.
(b) 만주, 대만, 호코 열도.

(c) 조선및

(d) 가라후토.

5 　이 지령에 있는 일본의 정의는, 특히 지정하는 경우 이외,
향후 당사령부로부터 발 다투어지는 모든 지령, 각서 또는 명령에 적용 다투어진다.

6 　이 지령중의 조항은 어느 쪽도, 포츠담 선언의 제8조에 있다
작은 섬서의 최종적 결정에 관한 연합국측의 정책을 나타내는 것과 해석해서는 안된다.

7 　일본 제국 정부는, 일본내의 정부 기관으로 하고,
이 지령의 정의에 의한 일본외의 지역에 관한 기능을 가진다
총이라고의 것의 보고를 조정해 당지령부에 제출하는 것을 필요로 한다.
이 보고는 관계 각 기관의 기능, 조직급직원 상태를 포함하지 않으면 안 된다.

8 　우 제 7항에 진술된 기관에 관한 보고는,
총이라고 이것을 보관 유지해 언제라도 당사령부의
검열을 받게 되도록(듯이) 해 두는 것을 필요로 한다.

(b) 연합국은, 일본 및 그 영해내의 수역에 대한 일본국민의완전한 주권을 승인한다.

제6조(a)　연합국의 모든 점령군은, 이 조약의 효력 발생의 뒤 가능한 한 신속하게,

한편,어떠한 경우에도 그 앞으로 90일 이내에,일본으로부터 철퇴해야 한다.
